Body Art Facility Permitting and Inspecting

The Environmental Health Division protects the health and well-being of body art establishment patrons by annually permitting and inspecting such facilities. Body art establishments are businesses that provide tattoo, body piercing, microblading, and other related services.

Body Art Facility Permit Process
  1. Complete the application. All fields, including the supplemental questions, must be completed.
  2. Complete and submit a business plan to the Environmental Health Division.
  3. Review the appropriate sections of the Administrative Code and/or Racine Municipal Code for the facility type you will be operating.
  4. Pay the one-time pre-inspection/application fee at the Department of Customer Service (Racine City Hall, 730 Washington Avenue Room 103, Racine). This must be paid before any site visits will be conducted.
  5. A pre-inspection of the facility must be scheduled. Any violations found during the pre-inspection must be corrected pursuant to applicable state and local requirements prior to issuance of the permit. If a follow-up inspection is deemed necessary, it must be scheduled at least 72 hours in advance.
  6. Pay the permit fee at the Department of Customer Service.
    • Note: The permitting year runs from July 1 through June 30, and the permit fee must be paid annually before July 1 to avoid late fees.
