These resources support affordable housing, neighborhood revitalization, public services, homeless assistance, and community development activities throughout the City.

Description
Community Development Block Grant (CDBG)
Supports housing rehabilitation, public facilities and infrastructure improvements, public services, economic development, and neighborhood revitalization activities that primarily benefit low- and moderate-income residents.
HOME Investment Partnerships Program (HOME)
Supports the development and preservation of affordable housing through housing development, rehabilitation, homeownership assistance, and tenant-based rental assistance activities.
Emergency Solutions Grant (ESG)
Supports emergency shelter operations, rapid re-housing, homelessness prevention, and related services for individuals and families experiencing homelessness.
Housing Development & Redevelopment
Partners with nonprofit and private developers to create and preserve affordable housing, support redevelopment efforts, and encourage investment in Racine neighborhoods.
Environmental Review & Compliance
Conducts environmental reviews and ensures compliance with federal requirements for HUD-funded projects while protecting environmental and historic resources.
Planning & Reporting
Prepares and administers HUD-required plans and reports, including the Consolidated Plan, Annual Action Plan (AAP), CAPER, and other federal reporting requirements.
