Public Pool Permitting and Inspecting
The Environmental Health DivisionThe act or process of dividing; state of being divided. annually permits and inspects public swimming pools, whirlpool facilities, and other water attractions, such as the Dr. Laurel Salton Clark Memorial Fountain in downtown Racine. The permitting and inspection process helps protect the health and well-being of residents and visitors using these facilities by ensuring they remain in proper working order and that chemicals are used to keep the water safe for all to enjoy.
Public Pool Permit Process
- Submit plans and schematics for the water facilities to the Wisconsin Department of Safety and Professional Services (SPS) Swimming Pools Program.
- Plans must be approved by SPS before a permit can be issued.
- The Application for Review should be submitted along with appropriate fees directly to SPS.
- Complete the application. All fields, including the supplemental questions, must be completed.
- Review the appropriate sections of the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) Administrative Code and Racine Municipal Code.

- Include procedures for use of the Swimming Pool and Water Attraction Fecal Incident Response Report. Refer to the CDC Fecal Incident Response Recommendations for more information.
- Pay the one-time pre-inspection/application fee to the City of Racine Department of Customer Service. This must be paid before any site visits will be conducted.
- A pre-inspection of the facility must occur. All pre-inspections must be scheduled. - Pay the Permit Fee.
