Chapter 102 (also called the “Tree Ordinance”) of the City of Racine’s Code of Ordinances provides primary guidance for the care and management of trees in the city. Generally speaking, this chapter establishes the city’s authority for maintaining public trees, defines the duties and responsibilities of the City Forester, requires a tree permit for any action or activity that impacts public trees, and provides guidance for how the permit is issued and restrictions permit-holders may face. The Tree Ordinance establishes that the City Forester is designated with the authority and responsibility to ensure enforcement and compliance with Chapter 102.
